Remember the DBCDE isn't just about the NBN. It manages everything from communications to broadcast media and a lot more specific to the ICT industry that doesn't involve building things. With the right minister in charge it could be a very effective advocate for the ICT industry as well as a leading light in progressive policy development. Subsumed into a greater mass however and it becomes just another section with no direct ministerial representation fighting for it or the industry.
